Identifying goals, indicators and targets: key questions

The Millennium Development Goals (MDGs) have had a profound influence on the way the world understands and grapples with development issues. Initially formulated as a means of monitoring progress towards the goals and targets of a series of UN conferences, the MDGs, and their associated targets and indicators have morphed into interventions in their own right, shaping the meaning of development and influencing resource transfers within and between nations and institutions.
